The latest version of Windows Phone Internals 2.3 allows users to install any ROM on their Windows Phone device. Perhaps most users will install the Android operating system on the device, but a hacker has successfully installed Windows 10 on the Lumia 1520 using ARM chips.
Hacker named Gustave from the technology site insidewindows.net has successfully installed Windows RT on the Lumia 1520using ARM chip.
Looks like getting RT to run on newer devices is actually easier than old x20 lumia, wouldn’t be possible without @Heathcliff74XDA hard work 😀 pic.twitter.com/qjfO0AQuCi

A developer named Blaze also installed onto his Lumia 950 device.

However, not accepted with the Windows RT operating system, Gustave quickly installed Windows 10 on the Lumia 1520 using its ARM chip.

At this time, you should not install any ROMs on your device. Because the touch screen may not work, or some unexpected error affects the device. Tool Windows Phone 2.3 Internals has at least more than 10,000 downloads, hoping someone to develop the full installation of Windows 10 to Windows Phone, but this ability is probably very low.
You can download and experience the tool if you want:
